Mr. Kuck received his B.A. Degree from Brigham Young University in 1986. He earned his J.D. degree, cum laude, from Arizona State University Law School in 1989. He is admitted to practice law in Georgia, Washington, D.C., and Arizona. He has been admitted to the Bar of the U.S. Supreme Court, nine Federal Circuit Courts of Appeals, and numerous Federal District Courts.

Mr. Kuck is the Founder and Managing Partner of Kuck Baxter Immigration and oversees its worldwide immigration practice. Mr. Kuck assists international immigrant investors, employers and employees with business and professional visas, labor certifications, immigrant visas, consular representation, and citizenship matters. Mr. Kuck also maintains an active Federal Court practice focusing on immigration issues. He has represented asylum seekers and others in more than 700 trials before the Immigration Courts.

Mr. Kuck’s clients include technology firms, manufacturers, multinational corporations, individual EB-5 investors and entrepreneurs, as well as families, individual immigrants and asylum seekers. He maintains a robust and rewarding pro bono practice and has been a professor for both survey and advanced immigration law classes at Emory University School of Law and The University of Georgia School of Law for the past 20 years.

Mr. Baxter is a partner with Kuck | Baxter Immigration LLC, practicing in all areas of U.S. Immigration and Nationality Law. Mr. Baxter prepares immigrant (EB1, EB2, EB3 NIW) and non-immigrant (B, E, F, H, J, K, L, O, T, U) visa applications, PERM applications, and I-140 applications. Mr. Baxter also represents employers in I-9 and other worksite enforcement related matters. Mr. Baxter regularly represents clients before U.S. Citizenship & Immigration Services seeking both employment and family-based adjustment of status and naturalization.
Mr. Baxter regularly represents clients before the Executive Officer for Immigration Review, including immigration courts nationwide and the Board of Immigration Appeals. Mr. Baxter represents foreign nationals seeking asylum, cancellation of removal, NACARA, TPS, and adjustment of status before Immigration Judges. He also prepares appeals to the Board of Immigration Appeals and Federal Circuit Courts, and prepares writs of mandamus to the Federal District Court seeking adjudication of long-pending delayed applications.

Prior to joining Kuck | Baxter Immigration, Mr. Baxter was an attorney advisor with the U.S. Department of Justice through the prestigious Attorney General’s Honors Program.

Mr. Baxter is a member in good standing of the State Bar of Georgia, the Oregon State Bar, and the American Immigration Lawyers Association (“AILA”).
Mr. Baxter is past chair of the Georgia-Alabama Chapter of AILA, and served on the AILA national Executive Office for Immigration Review Committee, working to resolve issues confronting foreign nationals and attorneys who are appearing before the nation’s Immigration Courts and the Board of Immigration Appeals. Mr. Baxter has also chaired of the AILA Atlanta Chapter’s U.S. Citizenship & Immigration Services Committee.

Mr. Baxter is regularly invited to speak to different groups and organizations on immigration related topics such as: asylum law; immigrant rights; humanitarian parole; immigration consequences of criminal convictions; worksite enforcement of immigration laws; family-based immigration law; and non-immigrant visas.

Mr. Baxter is admitted to practice law in both Georgia and Oregon. Mr. Baxter lived in Oaxaca, Mexico for two years during his undergraduate studies and as a result speaks, reads and writes fluent Spanish.

Danielle M Claffey

Ms. Danielle M. Claffey

Ms. Claffey is a partner with Kuck | Baxter LLC, and she handles a wide array of U.S. immigration and nationality matters.  She has more than 15 years of experience across a wide range of immigration matters.  Specifically, she routinely handles business immigration cases which include immigrant and nonimmigrant visa processing, extraordinary ability petitions and national interest waivers. Ms. Claffey also practices family-based immigration which includes consular processing, adjustment of status application, family and preference petitions, and she has extensive experience with asylum, VAWA petitions, and visas for those who were victims of crimes or various forms of trafficking. Finally, Ms. Claffey has extensive experience in removal cases before the immigration courts, as well as litigating federal court actions (mandamus and declaratory actions) in the federal district and circuit courts across the country.

Jorge A. Gavilanes

Mr. Jorge A. Gavilanes is an Associate Attorney with Kuck | Baxter Immigration. Mr. Gavilanes graduated with his Juris Doctor from the J. Reuben Clark Law School at Brigham Young University. He also holds a Bachelor of Science in Business Management – Finance, from Brigham Young University.

Following his graduation from law school, Mr. Gavilanes served as a judicial law clerk to the Honorable Donald Eyre and James Brady of the Utah Fourth District Court. While in law school, Mr. Gavilanes interned with the U.S. Attorney’s Office for the District of Utah, the U.S. Senate Judiciary Committee, and was the Executive Editor of BYU’s Education and Law Journal. Prior to law school, Mr. Gavilanes worked as a Financial Analyst for a multinational Fortune 500 corporation.

Mr. Gavilanes grew up in Ecuador and he is fluent in Spanish. He is a member of the Utah State Bar.

Laura Rosmarin

Ms. Rosmarin received her B.A. Degree, cum laude, from Boston University in 1990. She earned her J.D. degree from Emory University Law School in 1993.

Laura has over twenty years of experience working with businesses and individuals in the field of immigration law. Laura assists multinational and domestic companies with U.S. immigration issues. Her clients include companies, academic institutions, hospitals, individuals, and families. She has successfully represented corporate executives, professional athletes, engineers, physicians, entertainers, international students, and many professionals in various fields. Natalie Griggs

Natalie Griggs is an Associate Attorney with Kuck Baxter Immigration.

Natalie is a native of Laurens, South Carolina. She graduated magna cum laude from the University of South Carolina (USC) in December 2012 where she received her Bachelor of Arts in Political Science and Experimental Psychology

After graduating from USC, Natalie relocated to the nation’s capital to pursue her law degree at the University of the District of Columbia David A. Clarke School of Law. While in DC, Natalie was privileged to provide over 800 hours of pro bono representation to low-income residents of D.C. and the surrounding areas through her law school’s Juvenile and Special Education Clinic, where she advocated for the enforcement of free appropriate public education under the Americans with Disabilities Act, as well as the Immigration and Human Rights Clinic, where she advocated for victims of crime including domestic abuse and asylum seekers. While in law school, Natalie and a colleague won their first case defending an asylum seeker before the Arlington Immigration Court.

After graduating law school in 2016, Natalie was admitted to the Georgia Bar. Before relocating to Atlanta, Natalie contracted with the United States Attorney’s Office’s Cyber Crime Unit assisting with the investigation and prosecution of international cyber-crimes and later served as an Assistant Public Defender under Rule 19 (for temporary out-of-state attorneys) with the Maryland Office of the Public Defender.

Ms. Griggs relocated to Atlanta, Georgia in 2018. She worked for three years representing clients in Immigration Courts nationwide in bond, master, and merits hearings. She has successfully appeared for clients’ relative petitions, green card, and citizenship interviews at U.S. Citizenship and Immigration Service Field Offices across the country.

In addition to immigration cases, Natalie has advocated for clients throughout Georgia in Superior, State, Probate, and Juvenile Courts handling family law matters, criminal clarification of sentencing, probate litigation, DFCS defense, and custody and dependency petitions in support of Special Immigrant Juvenile Status.

Natalie is a member of the Georgia Association of Black Women Attorneys (GABWA) and a 2019 graduate of their Professional Development Academy. Natalie is also a member of Alpha Kappa Alpha Sorority, Incorporated. She was admitted to the South Carolina Bar in 2021 and currently serves on multiple committees in her home state with the Young Lawyers Division.

In her spare time, Natalie likes to travel with family and friends and play with her dog, Remy.

Wala Hijaz

Ms. Wala Hijaz

Associate Attorney

Ms. Wala Hijaz is an Associate Attorney at Kuck │ Baxter Immigration.

Wala holds a Bachelor of Science in Psychology and Master of Science in Psychology from Auburn University at Montgomery.

Wala graduated with her Juris Doctor from the Thomas Goode Jones School of Law at Faulkner University in 2022. During her time in law school, Wala served as a judicial clerk for the Honorable Magistrate Judge, Jerusha T. Adams, where she wrote judicial recommendations, memorandums, and orders. Additionally, Wala was awarded the Alternative Dispute Resolution Certificate and a Mediation Certificate for the hours she completed mediating civil cases in district court. While in law school, Wala took part in the Elder Law Clinic, where she worked one on one with clients to help with several legal needs, including wills and trusts, powers of attorney, living wills, property and financial needs, and government benefits. Wala was recognized as a Public Interest Society Fellow for her public interest and public service work.

Prior to relocating to Georgia, Wala lived in Alabama. She is a member in good standing of the Alabama State Bar.

Wala is of Palestinian descent and is fluent in Arabic. In her spare time, Wala enjoys catching up on the latest archeological news, listening to true crime podcasts, and spending time with her family.

أكملت ولاء شهادة الدكتوراة في القانون من كلية تاومس جود جونز للقانون في جامعة فاكنور سنة ٢٠٢٢. اثناء دراستها، عملت ولاء في مكتب القاضية جروشة آدمز في المحاكم الفدرالية المحلية. حازت ولاء على شهادات للمداخلات القانونية المتعلقة في تحاكم المتخاصمين وكذلك للإصلاح بين المتنازعين قبل الوصول الى المحاكم. خلال فترة دراستها عملت ولاء عند مكاتب المسنين وكبار السن لمساعدتهم على كتابة وصاياهم وامورهم المالية والصحية والقانونية وكذلك حقوقهم المالية من الدولة. حصلت ولاء على جوائز عدة لجهودها في الاعمال الخيرية.

عاشت ولاء معظم حياتها في الاباما وحصلت على ليسانس الحقوق في الباما وهي عضو فاعل في نقابة المحامين في الاباما.

ترجع أصول ولاء الى قرية جميلة تقع ما بين نابلس ورام الله تدعى تر مسعيا. فولاء فلسطينية الأصل وقد زارت فلسطين مرات عديدة. تجيد ولاء اللغة العربية والإنجليزية.

عندنا يتاح لها الوقت، تمارس ولاء هوايتها في دراسة علم الاثار ودراسة الجرائم التي ما زالت بلا حل. والعائلة مهمة جدا لولاء فهي تحب قضاء الوقت مع العائلة.

Minnie Seo

Ms. Minnie Seo

Minnie Seo is an Associate Attorney at Kuck Baxter immigration.

Ms. Seo graduated cum laude from University of Illinois where she received her Juris Doctor. Ms. Seo also graduated cum laude from New York University where she received a Bachelor of Arts in Sociology and Spanish and Linguistics.

Following her graduation from law school, Ms. Seo worked at the Office of the Cook County Public Defender as an Assistant Public Defender and also worked at an employment-based immigration law firm. In law school, as an immigration clinical law student at the University of Illinois College of Law, Ms. Seo worked on various cases such as U visa petitions, asylum cases, and submitted motions before the EOIR Immigration Courts. Ms. Seo’s focus on immigration practice includes family and employment cases, as well as removal defense.

Ms. Seo was born in South Korea and is fluent in Korean and Spanish. She is admitted to practice in Illinois and is a member of the American Immigration Lawyers Association.

Ms. Elaine Stice is a senior paralegal at Kuck | Baxter Immigration LLC. She has over twenty years of business immigration experience. Ms. Stice was formerly a senior immigration paralegal at the national labor and employment law firm of Littler Mendelson, P.C. She was also a paralegal at the law firm of Schwartz Kuck & Associates, LLP and was previously employed in the immigration practice at the national law firm of Paul, Hastings, Janofsky & Walker, LLP. Ms. Stice received her B.S.B.A. from Robert Morris University and her Paralegal Certification from the DeKalb Technical College.

Jessica Colotl

Ms. Jessica Colotl is an Immigration Paralegal at Kuck | Baxter Immigration assisting our attorneys with family-based cases, deferred action, permanent residency, consular process, I-212/I-601/I-601A waivers, U Visas and citizenship requests. Prior to serving as an Immigration Paralegal, Ms. Colotl served as a legal assistant to two of our attorneys. She was responsible for various administrative duties. Ms. Colotl is passionate about helping our clients navigate the complicated immigration system.

Ms. Colotl received her Bachelor of Science in Political Science and a French minor from Kennesaw State University in 2011. She is a native of Mexico and is fluent in Spanish.

Ms. Shelly McFann is a senior paralegal working directly with the attorney staff in preparing and filing nonimmigrant business visas, professional visas, labor certification applications, immigrant visas and citizenship cases for foreign executives, managers, professionals and skilled workers, as well as family based petitions. Ms. McFann has over 28 years of immigration experience. Prior to her current position, Ms. McFann held the position of District Adjudications Officer with the legacy Immigration and Naturalization Service as part of the government’s Outstanding Scholars Program. Ms. McFann was employed as an adjudications officer for eight years with the INS. Ms. McFann has extensive experience in the areas of naturalization, employment based adjustments, family based adjustments, extraordinary ability visas, national interest waiver visas, and alien employment certifications through the U.S. Department of Labor.

Ms. McFann is a Magna Cum Laude graduate of Kennesaw State University with a Bachelor’s Degree in International Affairs. After earning her Law degree from the Universidad Tecnologica Centroamericana in Honduras, she embarked on a new chapter in the United States.

Her own immigration process, combined with her legal background, naturally led her to gravitate toward immigration law for her next career steps upon arrival to the United States. She began her journey in the field as an assistant at a boutique firm, where her dedication and skill were quickly recognized, resulting in a promotion to the role of paralegal. Since then, she has successfully handled a wide range of cases, including family-based immigration, removal defense, and business immigration.

When she’s not working, Daniela enjoys spending quality time with her rescue dog, attending music shows, immersing herself in books, and indulging in video games.

Vanessa Cisneros

Ms. Cisneros is a paralegal at Kuck Baxter. She has thirteen years of experience in immigration law, specializing in family-based applications and removal defense. She also has experience in criminal defense, worker’s compensation, and personal injury law.

Prior to joining Kuck Baxter, Ms. Cisneros worked for an immigration law firm in Gainesville, Georgia where she specialized in both removal defense and immigrant and non-immigrant visa cases. She has extensive experience with Deferred Action for Childhood Arrivals (DACA), adjustment of status, naturalization, consular processing, family petitions, VAWA, and petitions for individuals who were victims of crime.

Ms. Cisneros graduated from Argosy University in 2014 with a bachelor’s in criminal justice with a concentration in Forensic Psychology and Policing. She plans on pursuing a J.D. in the future.

Ms. Cisneros is a first-generation Mexican American born and raised in Cumming, Georgia. Her family is from Michoacan, Mexico. In her free time, Ms. Cisneros enjoys spending time with her son, family, and friends, reading, and writing.   She is passionate about helping the immigrant community and firmly believes in providing fair and compassionate treatment to all  individuals, regardless of their immigration status.

Prior to joining Kuck Baxter, Ms. Castillo worked as a Paralegal in an immigration law firm in Gainesville, Georgia where she specialized in Naturalization, Adjustment of Status, U- visas, and Violence Against Women Acta (VAWA) processes.

Mrs. Sue Wiggins is the Chief Operating Officer with Kuck | Baxter Immigration LLC. She oversees the business operations of the Firm by ensuring effective operational and financial procedures are in place. Mrs. Wiggins has more than 15 years of experience in management, including organizational development, financial management, strategic planning and overseeing human resources and information technology. Prior to her current position, Mrs. Wiggins was the Immigration Practice Coordinator at a national labor and employment law firm.

Mrs. Wiggins received her B.A. in History from Saint Mary’s College, in Notre Dame, IN. She is proficient in Hungarian and is a member of the Association of Legal Administrators and the Society for Human Resource Management.

Ms. Pinzon did not become a US citizen until she was 15 years old, and she understands the struggles many face when coming to this country. She hopes to be able to help others through her work.

Emma Carter is the Legal Assistant to Jorge Gavilanes, partner at Kuck Baxter Immigration. Fluent in Spanish, Emma holds a Master of Arts in Interpreting and Translation Studies from Wake Forest University where she focused on trauma-informed language services. Emma also holds a dual degree in both Spanish and Politics & International Affairs, and has a minor in Latin American Studies from Furman University. While at Furman, Emma helped pilot a legal clinic called the Justicia Project, helping non-citizens receive legal status, and also served as a Language Services Intern at Greenville Memorial Hospital.

As a native of Florida, Emma developed her love of Spanish at the age of four when she became friends with a family who spoke Spanish at home. No stranger to understanding the team it takes to help non-English speakers receive equitable access to legal resources, information, and services, Emma is continuing to merge her love of language and law and is currently preparing for the State of Georgia Court Interpreter Certification.

Ms. Yanalte Sainz de Soilis reunites with Kuck | Baxter Immigration, LLC as a Legal Assistant to Dustin Baxter and Wala Hijaz. Ms. Sainz de Soilis’ primary focus is to gather and process clients’ necessary documentation, manage the partners’ calendars and file court orders along with other administrative duties. Prior to returning to the firm, Ms. Sainz de Soilis held the Office Administrator, Billing Coordinator and Legal Assistant positions at Ibrahim & Rao, LLP for several years. Ms. Sainz de Soilis has over 19 years of experience in office administration and customer service. She is committed to meeting our clients’ expectations as she experienced the complicated immigration system firsthand. Prior to working at Kuck | Baxter Immigration, LLC she first began her legal career back in 2017 at Rubio & Martinez Law Group where she served as a legal assistant and later gained the title of Immigration Paralegal where she specialized in Removal and Family-based immigration cases. After making the decision of branching out into other areas of law, Ms. Escorza worked at Drake & Estes, LLC where she served as a Criminal/Domestic paralegal where specialized in Criminal and Family Law cases. She would also assist all Attorney’s with Document Translation and in person Interpretation at the County Jails when needed. Ms. Escorza is fluent in English and Spanish.

Prior to joining Kuck Baxter, she worked for the U.S. Small Business Administration as a paralegal and case manager helping business owners and entrepreneurs. She is also bilingual, fluent in English and Spanish.
